{{Quickfixn}} Fix 5.0 SP2 - Standard Header outgoing messages

None of these are required fields per FIX5 SP2.  Maybe conditionally
required in some cases, but not universally required.

I think "DefaultApplVerID" will set ApplVerId, but I'm not 100% sure.

The other two are definitely not automatically set by the engine.  You'll
need to do that yourself.
