Yes, quickfix will queue the incoming (too high) messages until the
ResendRequest is satisfied.
The sequence resets are probably gapfills over admin messages (which are
never resent).
If you went back to your previous log and looked, you'd probably find that
each of the seqnums mentioned (e.g. 1, 2, 189, 190...) were admin msgs of
type Logon, Logout, Heartbeat, ResentRequest, etc...
