You only want to reset to 1 for the incoming number (the one on the right
hand side of the seqnums file).

If you reset your outgoing number to 1, you're going to be too low when
sending your Logon, and the other side is going to drop you until you burn
through enough seqnums to get back to the right number.

Receiving a seqnum that is too high is a recoverable condition (i.e.
ResendRequest).   Receiving a seqnum that is too low is fatal.
