{{Quickfixn}} Required field missing?

The spec indeed requires setting OrigSendingTime when a message is sent in
response to a resend request.  However, since it is "conditionally
required", it is not marked as required in the data dictionary.

QF/n's behavior in this case is inherited from QF/c++.  However QF/j has a
config option that will suppress sending Rejects generally, which was
recently extended to cover this case as well.  I think it would be
reasonable for QF/n to offer a similar option.
