While it is a solid bug, I don't think it'll be encountered frequently as I suspect that most users don't use the datadictionary directly. And the message parser uses the same method as what I am using as a workaround i.e. Seeing if the tag exists in the ReqFields collection instead of looking at the required property. It doesn't affect a normal fix application.
