{{Quickfixn}} AT platform rewritten - finally got rid of ruby!

Hi all,

Just excited to share a recent merge--

I was chatting with contributor Rob Hague in a PR about QF/n's Acceptance
Test process, about how I wanted to rewrite the Ruby AT runner components
into C#.

Next thing I knew, Rob took that idea and went far beyond it, rewriting the
ATs into the NUnit paradigm!  Now you can run the acceptance tests easily
in your IDE or with "dotnet test".

Plus-- Ruby is now gone!  The AT system was the last thing that used it.
Don't get me wrong, I still love Ruby, but we should have scrubbed it out
of this project a decade ago.  Better late than never!
