{{Quickfixn}} new bugfix release 1.11.2

Hi all

Just a quick notice that I have released v1.11.2 of QuickFIX/n, which is a
minor bugfix release.  These are already out on NuGet and via quickfixn.org
/ quickfixengine.org.

The only engine-code change is a mistake in DDField.cs, where we hadn't
updated a SEQNUM type to ULong.  This would have caused a problem for our
new Continuous Markets support which went into 1.11.0.  (Special thanks to
ettie933 who reported it on github!)

(But what is 1.11.1 you ask?  Well, I accidentally pushed NuGet packages
without the package-readmes configured correctly.  NuGet doesn't allow me
to re-release the same version, so after fixing the problem I had to
increment the version again.)

In other news, I've reworked the QF/n release scripts, which weren't in a
great state.  Everything is Powershell now (cross-platform, yay!), and I'm
working towards getting rid of all our ancient Ruby dependencies.  The
important part is: *It's much easier for me to deploy new releases now.  *(That
wasn't the main reason there was such a lull before 1.11, but it sure
didn't help.)

I've still got some other improvements coming-- I hope to make a few more
small announcements before the end of the year.  Nothing earth-shattering,
but I'm trying to make some changes that have been long overdue that will
please at least a few of you.
