Is there any evidence that the messages are actually being *sent* out of
order? E.g. your counterparty complaining of msg seq num too low and
disconnecting you?  Because I think they be getting *logged* out of order
even though they are *sent *in the correct order.

This could be a bug in FileLog.  Is that the logging impl you are using?
And are you using the latest version of qf/n, v1.8.0?
