{{Quickfixn}} Remove/Ignore required tag from Logon in FIX5.0SP2

I believe this tag comes from your config.  Does it work when you comment
this value out?

According to FIXimate, tag 1137 is required in FIX5.0 sp2.  If your
counterparty is not sending it back, they are in error.  Please let them
know.

In the meantime, I suppose you can edit your FIX5.0 sp2 DataDictionary to
make this optional instead of required.  That might work, unless the engine
uses it as part of the internal session ID.  If the latter, then maybe
you'll need to hack the engine.  (I don't think you can hack the message
itself in FromAdmin in that case, because the session ID mismatch would
cause it to be discarded before that.)
