{{Quickfixn}} Set Stipulations In Quote message

Hi,
I am trying to set stipulations in a quote message I am working on using quickfix n. The following is the snippet. But in the fix only one stipulation Type is set and I get a reject as the number of stipulation does not match the items I am sending in the fix. Please let me know what is it I am missing here.

            this.Message.SetField(new NoStipulations(3));
            this.Message.SetField(new StipulationType("SUGGSALESCR"));
            this.Message.SetField(new StipulationValue(entity.BondDeskRetailSalesCredits.ToString()));
            this.Message.SetField(new StipulationType("MINSALESCR"));
            this.Message.SetField(new StipulationValue(entity.BondDeskRetailSalesCreditsMin.ToString()));
            this.Message.SetField(new StipulationType("MAXSALESCR"));
            this.Message.SetField(new StipulationValue(entity.BondDeskRetailSalesCreditsMax.ToString()));
