Initiators automatically send Logon messages when they open socket
connections to Acceptors, if the current time is between the configured
StartTime/EndTime.  You don't have to call anything.

Also, per our earlier communication, I think you are running the C++
version of QuickFIX, so you are on the wrong mailing list (QF/n is the C#
port).  You want to join this one:
