{{Quickfixn}} session issue

​For now, I know you can resolve this by changing your StartTime/EndTime to
be in UTC​ and then commenting out the "TimeZone" parameter.

I'm going to check the code to make sure TimeZone is working properly.  It
should be working; I assume there's a test for it to confirm.  But I can't
explain your observed failure any other way.  "Pacific Standard Time"
appears to be a valid string.  Maybe a DST issue?
