{{Quickfixn}} Tag specified without a value

Hi,

I have a counter party with many undocumented tags and other way-out-there-non-FIX-compliant fece so I disabled the data dictionary since I do not use repeating groups there. However today, I see a few "Tag specified without a value" rejects but I do have ValidateFieldsHaveValues=N. How can I prevent those rejects?
