I am only a receiver, not a sender. I am only receiving messages from a
counter party?

Of course there's nothing in there; your config is telling your app to
not maintain the sequence numbers between connections!
I assume you are a client connecting to a venue, and that venue expects
you to maintain sequence number between logons, which means you want to
turn some or all of those ResetOnXXX settings off.
