I don't fully understand the use case.  Can't you simply look at your
DataDictionary XML file to see what goes in the message?

If there are custom fields or messages, your DD needs to be altered,
or the messages will probably be rejected by the engine.  Ideally, you
should know your message and field definitions before you even start
writing code.
