We have also experienced this bug in the last few days. All our TradeCaptureReports (35=AE) were being rejected by QuickFIX because field "NoPosAmt" is a required field in a non required component (PositionAmountData). As a temporary work around we created a custom component. It does however support your theory that the DataDictionary is not being read/interpreted correctly.

Given your description so far, I think this might be a bug.  Having a required field in a component should not make the component itself required.

Please send your log so we can verify that we're all on the same page.
